VI VI the iron and steel industry has an impact on the economic development of Shanxi province to a large extent. We have to say that M A based on industry is an effective way to improve the iron and steel industry competitiveness in addition to technological progress, product innovation,and so on which are based on the efforts of enterprises. In the current situation when domestic and international M A are surging, Iron and steel industry M A of Shanxi is not only necessary but also very tight. M A can be horizontal merger whose purpose is to expand the scale of enterprises and improve the competitiveness, it can also be vertical integration whose keynote is to strengthen the industrial chain and achieve the strong integration of upstream and downstream. From the horizontal perspective ， M A includes regional market integration and cross-regional restructuring. On the one hand, regional market restructuring integrates iron and steel resources in Shanxi, On the other hand, in addition to TISCO, small and medium-sized enterprises with certain scales carry out regional reorganization; In the cross-regional restructuring, TISCO should take the cooperation with Tianjin Pipe (Group) Corporation (TPCO) as an opportunity to integrate the four iron and steel enterprises in Tianjin. From the vertical perspective, iron and steel enterprises in Shanxi can expand to upstream industries through shares of Shanxi Antai Group Co., Ltd. Besides，Complete docking between iron and steel industrial chain and motor vehicles, household appliances manufacturing industrial chain should be achieved ahead of schedule to establish a more sustained and stable industrial chain.
