摘要高技术服务业是在知识经济时代来临和经济全球化的大背景下出现的，知 识经济促进了服务业的高技术化，而经济全球化使高技术服务业在全球范围内 兴起。我国目前高技术服务业还处于初级阶段，近年来，高技术服务业在北京、 上海等地逐渐壮大，而山西高技术服务业无论从总量还是速度上都发展较慢。 “十二五”时期是山西转型跨越发展的关键时期，高技术服务业是产业调整中 最具创新活力的产业，其发展是加快培育战略性新兴产业、推动发展方式转变 的必然选择。本文综合运用规范与实证、定性与定量相结合的研究方法以及产业经济学 和现代服务业的相关理论知识对山西高技术服务业的发展作了探讨。文章在界 定高技术服务业基本概念和阐述高技术服务业产生理论的基础上，结合国内外 高技术服务业的发展状况，比较分析了山西高技术服务业在总量、速度和就业 容纳能力三个层面的现状，总结了山西高技术服务业在规模、主体、人才、资 金和政策方面存在的问题及原因；并运用统计学中的回归分析法对影响山西高 技术服务业发展的因素进行实证检验，揭示了城市化程度、产业结构、经济发 展水平对其影响显著；进而提出了应完善产业政策、促进产业集群、建立融资 渠道和加强人才培养等政策建议，以期对山西高技术服务业的发展提供帮助。【关键词】山西高技术服务业影响因素政策建议AbstractHigh-tech service industry appeared in the background of the era of knowledge economy and economic globalization, the knowledge economy promoted the high-tech service industry, while economic globalization has made the rise of the high-tech service industry on a global scale. At present, the high-tech service industry in China is still in the primary stage. In recent years, the high-tech service industry in Beijing, Shanghai are gradually growing, however, the high-tech service industry in Shanxi grew slowly both volume dose and speed. 1025 period is the key period of translation and leaping development in Shanxi, the high-tech service industry is the most innovative and dynamic industry in the adjustment of industry. Its development is an inevitable choice to accelerate the development of strategic emerging industry and promote the transformation of development mode.Based on the industrial economics and the related theory of modern service industry, normative and empirical, qualitative and quantitative research methods were adopted in the study to discuss the development of high-tech service industry in Shanxi. By defining the basic concept of high-tech service industry and elaborating high-tech service industry theory, combined with the current development of the high-tech service industry at home and abroad, the author firstly analyzed the present situation of the high-tech service industry in Shanxi in three aspect
