This thesis is divided into three parts: In the first part, the concept of MICE tourism is redefined according to the formulation and the history of the development of MICE tourism, the relationships between MICE industry and tourism industry, using relevant viewpoints from scholars for reference. MICE tourism would begin and develop well only when the e xhibition business side consciously launched in collaboration with the tourism business side, otherwise, MICE tourism would fail. MICE tourism is a special tourism activity with characteristics of large scale tourism group, long-stay, high consumption levels, high correlation and insensitive to seasons. To link MICE industry with tourism industry is the key to MICE tourism. In the second part, the current management and the development situation of Shanxi MICE industry, the relationship between Shanxi MICE industry and tourism industry are clarified on the basis of investigations to present real status、superiorities and problems of Shanxi’s MICE tourism development and conclude that Shanxis MICE tourism is still at an embryonic period. In the third part, on the basis of analyzing Shanxi’s MICE tourism development status in the second part that MICE enterprises in Shanxi are small in scale, weak in strength and short of professionals, further, difficult to undertake the role as PCO, while some tourism enterprises in Shanxi are more mature with large scale, good public relations with other enterprises, plus fully familiar with Shanxi’s tourism products, naturally become the best candidate for PCO etc., the author proposed the general concept of developing MICE tourism in Shanxi Province, special model and specific measures that the government, travel agencies, hotels and MICE businesses cooperate with each other, am
