基层科研项目管理调查与分析研究   [摘要] 目的 通过对科研项目管理所存在的问题进行调查分析并按重要性排序,提出改进措施,以培养和锻炼专业技术人员对学术研究的钻研,完善和改进职能执行人员对管理能力的提高。 方法 设计调查问卷表,调查88名专业技术人员,访谈12名项目负责人,邀请5名科教专家进行层次分析。 结果 中心获批卫生系统科研立项数量16项、支持经费最多37.5万元;46.77%低职称人员的科研感受很充实,42.31%高职称人员却不充实,二者总体概率分布不同;59.68%低职称人员的成果推广很重视,61.54%高职称人员却不重视,二者总体概率分布不同;项目负责人访谈整合出的管理问题,经专家层次分析后按重要性排序为:过程监督、人员激励、时间投入、管理水平和成果推广。 结论 科研管理以期增进专业人员与管理人员间的相互协作、密切配合,方能实现项目全进程的有效把控和高效产出。   [关键词] 科研项目管理;问卷调查;层次分析;改进措施   [中图分类号] G311 [文献标识码] B [文章编号] 1673-9701(2017)17-0116-05   [Abstract] Objective To cultivate and train professional skill personnel to study on the academic research so as to perfect and improve the management ability of management personnel by investigating and analyzing the problems existed in management research projects and sorting the problems by importance, and proposing improvement measures. Methods The questionnaire was designed, 88 professional technicians were interviewed, and 12 project leaders were interviewed. Five science and education experts were invited to carry out the analytic hierarchy process. Results 16 health systems research projects were approved in the center, and the support funding 375, 000 yuan was the most. The research experience of 46.77% of subjects with primary technical post was very fulfilling, while 42.31% of subjects with high technical post was not fulfilling in the research experience, with different distributions of the overall probability. 59.68% of subjects with primary technical post attached great importance to the promotion of results, while 61.54% of subjects with high technical post did not attach great importance to the promotion of results, and the overall probability distribution between the above two was different. The integrated management problems by interviewing the project leaders were process supervision, personnel incentives, time investment, management level and results promotion in order of importance after the analytic hierarchy process.
