摘要 职业教育的本质是技能教育，然而技能教育并不意味着不需要搞科研。高职院校用创新 的实践对传统狭义的“技能教育”进行了全新的诠释，赋予其必要的科研内涵。高职科研与 本科院校科研有着显著区别，其内涵在于科研成果突出了应用性，科研实现的途径在于“工 学结合 ”；而本科院校科研在于理论的创新和技术的创造，通过在前人理论研究的基础上， 不断提出理论创新和创造技术发明。高职作为高等教育的一个重要组成部分，具有教学、科 研与社会服务三大社会功能。高职院校通过校企合作机制、工学结合的人才培养模式推动了 其社会功能的实现，而这种新型的人才培养模式有赖于高职院校科研水平的提高。因此分析 高职科研管理制度具有重要的意义。 良好的科研激励机制设计对于高职科研水平的提升具有重要意义。目前我省的高职院校 科研激励机制延续着传统中专的激励模式，存在着针对性不强，激励措施不到位的情况。本 文着眼于山西省某国家示范性高职院校，通过对该校科研激励机制的研究，分析存在的问题， 提出改进的建议。为我省教育主管部门和高职院所提供参考。 本文通过案例分析法和问卷调查法，以山西省某国家示范性国家高职院校为例，对该校 的科研人员状况、科研激励措施、绩效工资水平进行了分析，从而发现该高职院校在科研激 励机制方面存在理念落后、制度粗放、重视程度较低、手段单一等问题。本文通过比较研究 方法，比较和借鉴新加坡高职科研激励机制得到的启示，对我省高职院校科研激励机制提出 建议：实行退出机制，加强高职教师的流动；建立恰当的科研评价机制，推动科研机制发展； 重视薪酬设计中的科研因素和配套待遇，激发教师的科研兴趣。 【关键词】山西 高职 激励 科研机制 AbstractSkill education is the essence of vocational education. Skill education does not mean, however, not to engage in scientific research. The innovative practice of higher vocational colleges interprets traditional “skill education” in an innovative view, enriching the definition of scientific research. There exists a significant difference between scientific research and higher vocational colleges. Higher vocational education highlights the application of scientific research, the ways to realize scientific research are through combination between colleges and companies; and colleges’ researches should include scientific innovation and technology creation, which is based on theoretical research and theoretical innovation accumulated by previous researchers. Higher vocational education is an important part of higher education, with teaching, research and social service social functions. Vocational colleges promote the realization of its social function through the mechanism of school-enterprise cooperation .
