Based on exploring and practice experience, the writer draws upon the lessons that Shanxi could learn.Aiming at acute contradictions of Shanxis economic development and environmental protection, the thesis analyzes environmental factor for eco-industrial development strategy in Shanxi to explore strategic latency opportunities and strategic external threats by SWOT analytical method. The writer put forward establishing a cycle-based society must depend on industrial ecology. From the guiding idea, basic principles, and overall and phase o bjective, the thesis brings forward the primary strategy of eco-agriculture, eco-industry and eco-servicing industry in combination with the lessons learned. From the governmental guidance, the technological innovation, the legal system, the public propaganda, the writer presents policies and measures development strategy for Shanxi industrial ecology.
