摘要城镇化建设的不断推进以及社会主义新农村建设呼声的持续高涨，导致城乡分治 的最低生活保障制度不再适应当今社会保障制度的发展，也阻碍了我国低保制度一体 化的进程跟社会保障一体化的进程。现如今社会保障统筹的步伐不断加快，养老保险、 医疗保险已基本实现统筹，作为社会救助最后一道防线的最低生活保障制度的统筹帷 幕也已拉开，不少省市开始构建低保统筹的制度。山东省作为经济大省，有必要也有 可能实现低保的城乡统筹，山东省低保统筹已拉开帷幕，探讨山东省的低保统筹建设 具有重大的意义。本文立足山东省的实际情况，结合国内外学者的以往成果，对山东省低保统筹问 题进行探讨。从基本概念与理论出发，对山东省最低生活保障制度的现状进行剖析， 通过对山东省农村和城市之间的比较，指出山东省城乡低保差异存在的原因。通过对 国内典型地区的典型案例进行比较分析，探讨对山东省最低生活保障制度统筹问题的 启示。结合山东省低保现状并通过借鉴其他地区的经验，提出了适应山东省低保统筹 的对策与措施，建立制度统一标准有别的低保统筹模式。本文在以下方面实现了创新。 一是依据山东省必威体育精装版的制度情况，研究山东省统筹城乡低保制度的建设，研究视角具 有一定的创新性。二是观点有创新之处，提出了分区域滚动统筹的低保统筹模式。本 文运用 SPSS 软件对山东省 17 市的低保标准做了聚类分析，将山东省按照低保标准 分成三个区域，每个区域内实现城市之间和农村之间的低保统筹，并在滚动提高的基 础上实现山东省的统筹。关键词：社会救助；最低生活保障制度；城乡统筹AbstractThe continuous progress of urbanization as well as the rising voice of a new socialist countryside construction resulted in that urban and rural minimum living security system partition is no longer adapt to the development of todays social security system. Also it hindered the process of integration of minimum subsistence guarantee system with the social security system. Now the social security accelerates the speed of co-ordination. Meanwhile, pension insurance’s and medical insurance’s co-ordinations have basically achieved. The process of co-ordination of social assistance -- last line of defense as the minimum living security system has also begun. And many provinces and cities started to arrange the system of subsistence guarantee. Shandong, as a large province in economy, is necessary and possible to achieve the comprehensive arrangement for basic cost of living allowances both in urban and rural areas, In Shandong Province, the co-ordination has been launched. To discuss plans for the comprehensive arrangement is significant for Shandong Province.Based on the study results on the domestic and foreign scholars in the past, this artical discussed the issues for construction of the minimum living standard security system co-ordination for residents in Shandong Province. Starting from the basic concept and theory
