改革开放以来，山东省经济呈现快速发展的势头，居民生活质量也得到了显著提高。随着经济的发展，城乡之间出现了经济发展不平衡和收入分配差距拉大的现象， 这为山东省经济的进一步发展和社会稳定埋下了隐患。本文深入研究山东省城乡居民 收入分配差距的现状，并通过理论分析和实证研究指出了影响城乡居民收入分配差距 的财政支出因素，有针对性地提出一些缩小差距的政策建议。本文查阅了大量文献资料，通过对山东省城乡居民收入状况、基本生活状况、收 入来源和城乡差距变动趋势进行分析，探究了山东省自上世纪八十年代以来基本形成 的城乡收入分配差距现状。紧接着又对影响山东省城乡居民收入分配差距的财政支出 因素进行理论分析和经验分析。在实证分析中，将城镇居民人均可支配收入与农村居 民人均纯收入之比作为因变量，选取支农支出、教育支出、医疗卫生支出、行政管理 费支出以及社会保障和就业支出分别占地方财政总支出的比值为自变量，通过 ADF 平稳性检验、协整检验、格兰杰因果关系检验以及多元线性回归分析，得出城乡居民 收入分配差距与各项财政支出因素之间的方向关系和权重比较。实证结果发现财政支 出在各项规模上对城乡居民之间的收入分配发挥了较大效应，其中，支农支出、教育 事业费支出、医疗卫生经费支出和社会保障和就业支出能够缩小城乡之间收入分配差 距，行政管理费支出则会增大城乡居民收入分配差距。最终针对分析结果提出了改善 山东省城乡居民收入分配差距的财政支出政策建议。关键词：城乡居民收入分配差距财政支出AbstractSince the reforming and opening up, Shandong’s Economics has showed a rapid development momentum. The quality of residents’ life has been significantly improved. But with the development of economics, income distribution gap between urban and rural areas has begun, which would bring potential problems of economical development and social stabilities in Shandong Province. This article studies the status of urban-rural income distribution gap of Shandong Province. Through theoretical analysis and empirical research points to factors that affect the gap between urban and rural residents income distribution, we put forward a number of policy recommendations to narrow the gap.This paper referred a large of literature, including the analysis of the situation in Shandong Province, urban and rural incomes, changes in basic living conditions, income sources and the trend of urban-rural gap. We explore the urban-rural income gap in Shandong Province since the eighties of 20th century. Then we use theoretical and empirical analysis on the factors of financial expenditure.
