between the minimum living security systems in urban and rural areas are the urban-rural dual economic structure which leads to differences between urban and rural areas, the deviation from the government orientation of value, the design issues of system, lacking of legislations protection, etc. Through comparing and drawing on the merits from the experiences of coordinating the building of this system of urban and rural residents from home and abroad, this paper proposes that coordinating urban and rural residents minimum living security system should be divided into two stages in Shandong province. we should transfer the system in urban and rural areas from a “mutual separation” to a “sub-system integration” one at first and then from a “ sub-system integration”to “aurban and rural integration ”one. We hope to complete the establishment ofan integrated system for both urban and rural residents, reconciling with socialist market economy by 2025.
