II II 摘 要 农村税费改革是党和政府为了解决 三农 问题而实施的一项重大变革 是继土地 革命 家庭联产承包责任制之后的又一次深刻的社会变革 税费改革的根本目的在于进 一步解放农村生产力 切实减轻农民负担 促进农民增收 农村税费改革从 2000 年在 安徽试行到 2002 年在全国范围内全面铺开 再发展到 2004 年的进一步减免农业税 在 其实践过程中暴露出一系列深层次的问题和矛盾 农村税费改革发展到 2005 年 取得 很大的成果――取消了特产税和农业税 然而 免税后 农村社会中仍然有许多亟待解 决的问题 这时再重新回顾这场轰轰烈烈的改革 为的是总结经验教训 为解决 三农 问题寻求启示 为更好地搞好农村各项改革发展工作进行有益地探索 本文采用实证研究方法 以三里畈镇为调研点 运用实际案例和具体数据 分析了 实施农村税费改革前后农民负担情况 税费征收情况 税费改革取得的成效 文章指出 三里畈镇在执行税费改革政策时存在着计税面积不准确 计税价格不合理等问题 税费 改革还进一步暴露了村级债务 义务教育等方面存在的问题 作者认为 由于相关配套 改革滞后 致使乡 村两级组织陷入财政危机 维持其正常运转极其艰难 农村义务教 育难以为继 巨额村级债务难以化解等严重制约农村经济发展等问题的产生 文章分析 了产生这些问题的深层次原因 即是在政策实施过程中不能原原本本地执行政策 任何 一项政策均不是孤立的 相关配套政策要及时实施 认为免税后 在化解村级债务 农 村义务教育 乡镇政府运行及改革 村级组织及财政运行等方面要有所作为 最后 提 出为了巩固农村税费改革成果 要反哺 三农而反哺 三农 的关键是解决农民问 题 减轻农民负担 提高农民的国民待遇 为了改变农民处境 提出要改革和完善相关 政策制度 即推行户籍制度改革 完善农民的士地财产权 自主经营权和民主选举权 在农村建立和完善各项保障制度 建立城乡统一税制 加快农民自组织建设 促进乡村 自治 关键词 三里畈镇 税费改革 经验教训 启示 PAGE PAGE IV Abstract Rural reform of taxation expenses is a great change that problem implemented Party and government for solving the problem of Countryside, Peasant and Agriculture.
