AbstractThebudgetsupervisionstrengtheningisthemajorstrategicdecisiontoadapttothecurrentpublicfinancetrendsandbudgettransparencyrequirements.InChinasfundamentalpoliticalsystem,thepeoplescongressesandtheirstandingcommitteessuperviseandmanagetheactivitiesofthegovernmentbudget.ItisnotonlyaninherentrequirementoftheConstitutionandlaws,butalsoanimportantformtomanageandsupervisethenationalpublicresources.Thus,itissignificantofresearchonstrengthenbudgetaryoversightaswellaseffectivenessofsupervisionbytheNationalPeoplesCongress.Theinnovationofbudgetsupervisionsystemaidstoimprovethebudgetarychecks,balanceoftheincreasinglystandardizedbudgetoversight,andintensifytheregulationsandbudgetscrutinyfromthelocalpeoplescongresses.Meanwhile,theyalsobenefittowidenthebudgetsupervisionscopeandraisethelevelofbudgetoversightcapacityforthelocalpeoplescongresses.Thediversityofbudget-supervisionalsohasmadegreatprogressofNationalPeoplesCongresses.Duetotheinadequatelegalsystem,thelackofaccountability,thedisclosureofinformationandunscientificapprovalprocedures,therearealsoimperfectlawsinpublicbudgetsupervision,unscientificbudgetpreparationprocessinthelocalpeoplescongressesbudget.Besides,theapprovalprocessisnotstandardizedandtheprocessofbudgetimplementationisinadequate.InordertoresearchtheimprovementontheeffectivesupervisioninNationalPeoplesCongress,weusestandardizeanalyticalmethods,empiricalanalysis,andcomparativeanalysismethods.WealsolearnfromforeignadvancedexperienceinbudgetsupervisionandperfectthebudgetaswellasthelegalsystemtogranttheNationalPeoplesCongresstherighttoamendthebudgetdraftandstandardizethebudgetyear;extendthebudgetpreparationtime;improvethequalityofbudgetingandbudgetapproval,expandthereviewtime,improvetheapprovalprocess,usethespecialbudgetreviewbodies,improvebudgetmonitoringcareerandprofessional;strengthenthebudgetexecutionrigid,standardizedthesupervisionoftheNationalPeoplesCongressonthebudgetadjustments,expandthescopeofthesupervisionoftheNationalPeoplesCongresspublicbudget,strengthe
