PAGE  PAGE 17 论城市遗产保护伦理 　　摘 要：在1999年历经921地震后的台湾，公共工程重建的主流论述引导建筑设计思潮巧妙地与“地域主义”结合，在思维逻辑上，反省并接纳早期现代主义所拒绝的“地方性”环境因子，尊重长久被忽略的常民生活模式路线；在空间形式的表征向度上，“地域主义”与城市遗产保护所追求的原真性课题不谋而合。城市遗产是台湾社会的缩影，具有多元并陈、复杂与矛盾的本质，在遗产保护与活化利用的讨论决策过程中，核心议题是原真性多元化修护层级的判断，此与规划设计准则的决策伦理是不可分割的一体两面。整理归纳近十五年来台湾在遗产保护与活化利用的探索方向，逐步建构城市遗产调查研究方法论与保护决策之层级性思维，为城市遗产保护与再生活化效益价值评估时，从中发掘具有保存价值与规划伦理决策意义的讯息，一同建构兼顾地区人文性与永续发展的规划设计理论。 　　关键词：原真性；城市遗产保护；保存伦理；再生活化效益 　　Abstract：after the 1999 921 earthquake ， In Taiwan， the mainstream discourse of public works reconstruction guide the tend of architecture design thoughts combined with Regionalism. In logical thinking， the mainstream discourse included the locality environmental considerations which was rejected by early modernism， and respect the original been neglected lifestyle research approach； As characterization of the form in the space dimension， authenticity issues regionalism and the pursuit of urban heritage conservation coincide. Urban heritage is a microcosm of Taiwan society， with diverse， complex and contradictory. In the process of heritage protection and regeneration discussion， the core issue is the ethical decision-making authenticity hierarchical design criteria for judgment and planning is one of the two sides can not be cut. the paper attempts to sort out the last ten years to come to Taiwan in heritage protection and regeneration Spatial planning and design practice field use， In the process of exploring the pursuit of locality and authenticity value judgments， The gradual construction of urban heritage research methodology and protection of the decision-making level thinking. Provide knowledge in the face of fellow urban heritage conservation and regeneration benefits value assessment， From research to explore the practice can preserve the value of ethical decision-making and planning meaningful dialogue message.
