摘要十八大报告中提出坚持走中国特色新型城镇化道路，并将推动城乡发展一 体化作为加快完善社会主义市场经济体制和加快转变经济发展方式的五大重点 工作之一。山西省已经进入快速城镇化阶段，大量农业劳动力转移到第二、三 产业，这些劳动力转移促进着城镇化的发展，同时城镇化也带动着更多的劳动 力转移。但是，如果二者发展进程出现错位，城镇化的进程缓慢而无法吸纳农 村劳动力的转移，不仅会造成人力资源的浪费，对经济发展产生不利的影响， 还会引发严重的社会问题。例如拉美地区由于 20 世纪 50 年代无节制的劳动力转移，到 70 年代后期已经出现城镇人口贫困比例超过农村人口贫困比例的情况； 另一方面，如果城镇化速度过快，农村剩余劳动力的转移供给不足，又会社会 资源和资本资源的浪费。如何让山西省丰富的农村剩余劳动力转移到城镇，同 时合理的发展城镇化，避免农村劳动力“边缘化”的发生，促进二者协调发展， 是实现经济社会可持续发展的重要问题。本文在对山西省城镇化与农村劳动力转移进程分析的基础上，建立了山西 省城镇化与农村劳动力转移协调度测算模型，运用 1998 年到 2011 年的相关数 据进行了测算，通过对协调度变化阶段性的划分，对二者发展不相容的阶段进 行了深层次原因的考证。为了进一步研究山西省城镇化与农村劳动力转移是如何相互作用的，本文 在已有理论的基础上从经济增长、产业结构、工业化进程、社会环境和制度政 策五个方面来探讨了这些因素对城镇化与农村劳动力互动发展的影响，根据分 析结果提出假说并采用计量经济模型进行了实证检验。基于以上研究结果，本文提出了协调城镇化与农村劳动力发展的建议，包括继续推进经济增长，促进第三产业发展，大力发展小城镇，促进农民增收， 推进制度创新等，为山西省新型城镇化战略的完善和改革劳动力转移相关制度 提供了一定的参考。【关键词】新型城镇化 农村劳动力转移 互容互动AbstractThe report delivered at the 18th National Congress of the Communist Party of China presented that China should adhere to the strategy of new-type urbanization concerning Chinese characteristics. Also, it put promoting the integration of urban and rural development as one of five major works of accelerating the improvement of socialist market economic system and the transformation of economic development mode. Shanxi has reached a stage of rapid urbanization, bringing huge scale of rural labor force transferring into secondary and tertiary industry. These rural labor forces greatly promote urbanization progress, while transferred better by urbanization progress in return. However, if urbanization and labor force transferring are out of sync, some problems will be envisioned. On one hand, when urbanization speed is too slow to take in all the labor forces, human resource will be hugely wasted and both economic and social problems will be initiated. For example, in Latin America area, due to immoderate labor force transferring in 50s, rate of impoverishment in urban area is higher than in rural area in the end of 70s.
