摘要在社会医疗保险制度的实施过程中对医疗保险费用控制的问题一直是世界 各国普遍关注的焦点，我国也不例外。目前，山西省社会医疗保险制度正处于 不断完善的过程中，城镇职工基本医疗保险费用过快增长的问题是社会医疗保 险制度建设中面临的重大问题。采取有效措施控制医疗保险费用增长过快，完 善医疗保险制度，确保我国医疗保险顺利发展。本文首先介绍了医疗保险的相关定义和我国医疗保险制度的发展历程，研 究了山西省城镇职工基本医疗保险费用控制的现状，分析了发达国家医疗保险 费用控制的经验教训。然后，分别从医疗服务供给方与需求方入手，深入分析 了影响城镇职工基本医疗保险费用的各个重要因素，并以山西省晋中市的实地 调查数据为依据，通过相关分析建立数学模型，阐述各个因素对山西省城镇职 工基本医疗保险费用的影响程度。最后，针对山西省城镇职工医疗保险费用如 何合理有效控制的问题，结合对各因素影响力的分析，提出合理的建议。【关键词】城镇职工基本医疗保险费用控制供给方需求方AbstractSocial medical insurance system in the process of implementation of health insurance cost control has been the focus of attention of countries in the world, China is no exception. Currently, Shanxi Province, social health insurance system is in the process of continuous improvement in the basic medical insurance for urban workers, the excessive growth of the problem is the construction of social health insurance system faces major problems.
