摘 要 本文通过对城市基础设施投融资一般原理,结合连云港市近年来从事的股 权出让、金融借贷、合作开发等实例进行分析,研究认为连云港市城市基础设施 投融资主体管理体制和运行机制存在先天性不足,投融资方式多而杂，在目前全 球金融危机和我国经济面临一系列困难形势下，提出城市基础设施投融资能否 有效地解决融资困难和投资不规范问题显得至关重要。 借鉴国 内外其他城市在城市基础设施投融资改革方面的成功经验,在城市 基础设施投融资方式创新改革方面必须“投资主体多元化,项目投融资市场化”， “以土地一级开发为主要形式，以项目投融资为依托，综合运用各种投融资工 具”和“根据项目市场属性决定项目投融资方式”，结合连云港市实际情况提出 了城市基础设施投融工作机制和投融资方式优化。 总之，本文按照“先一般后特殊，先原理后实例”，“调查研究-发现问题- 分析问题-提出解决方案并回归检验”的逻辑结构和分析方法，运用系统分析方 法、比较分析法、SWOT方法和实证分析法，详细深入剖析了城市基础设施投融 资的必要性和可行性，从连云港市近年来的城市基础设施投融资运作实例，分 析出存在的问题，并从机制体制、管理理念、运作方式等诸多方面，提出了建 立如连云港市一样的中小城市城市基础设施投融资可行性方式及优化方案。 关键词：城市基础设施；投融资方式；连云港 ABSTRACT This article is based on the general principles of investment and financing of the urban infrastructure, combined with analysising on the equity transfer, financial loans, and other examples of cooperative development engaged in by Lianyungang City in recent years. The congenital lack of main management system, operational mechanism of investment and financing and miscellaneous multi-mode in urban infrastructure investment and financing of Lianyungang City, can not be more effective for urban infrastructure construction. The current global financial appearing crisis and Chinas economy facing a series of difficulties, investment and financing of urban infrastructure can deal with difficulties and disposal non-standard in financing and investment or not is critical.
