摘要快速发展的中小企业作为我国国民经济发展的重要推动力量，国家从战略高度推出了一系列促进中小企业发展的惠民政策。然而，面对全球经济下行以及中国经济发展缓慢的影响，中小企业面临着严峻的生存发展困境。怎样才能为广大中小企业创造合适的发展环境，具体的政府政策怎样才能帮助中小企业渡过发展难关，成为当下社会关注和讨论的热点话题。本文从中小企业及政府规制的相关理论入手，分析了山东省中小企业发展概况，同时从企业筹资困难中的政府责任、企业的行政成本偏高两方面指出山东中小企业政府规制中存在的问题，并有针对性的指出问题缘由：地方政府的信用担保体系缺失、政府规制部门存在职能管理漏洞、地方政府行政职能的缺失。随后，借鉴美国、日本、香港、温州等国内外政府促进中小企业良性发展的经验，提出山东省需要放松和规范市场准入规制，营造公平竞争环境、加强法制建设，规范政府行为、完善促进中小企业的财税支持政策、探索新的融资方式，制定更加体贴的金融扶持政策等方面完善面向中小企业的政府规制政策，以期能为山东省乃至全国政府提供参考。关键词：山东省中小企业政府规制AbstractWiththerapiddevelopmentofsmallandmedium-sizedenterprises,improvetheirstatusinthenationaleconomicdevelopment,isanimportantforcetopromoteeconomicandsocialdevelopment.Countriesfromastrategicheighttolaunchaseriesofhuiminpolicytopromotethedevelopmentofsmallandmedium-sizedenterprises.However,inthefaceoftheglobaleconomicdownturnandtheimpactofChinaseconomicdevelopmentisslow,existenceanddevelopmentofsmallandmedium-sizedenterprisesisfacedwithseveredifficulties.Howtocreatetheappropriatedevelopmentenvironmentforthemajorityofsmallandmedium-sizedenterprises,specificgovernmentpolicyhowtohelpsmallandmedium-sizedenterprisedevelopmentcorner,becomethehottopicofsocialconcernanddiscussion.Thisarticlefromthesmallbusinessandtherelatedtheoryofgovernmentregulation,analyzedthedevelopmentsituationofsmallandmedium-sizedenterprisesinshandongprovinceatthesametimefromtheenterprisefinancingdifficultiesinthetwoaspectsofthegovernmentresponsibility,theenterpriseadministrativecostsonthehighsidepointedouttheproblemsexistinginthegovernmentregulationofsmallandmedium-sizedenterprisesinshandong,andtargetedpointsoutthatthereasonfortheproblem:thelackofcreditguaranteesystemoflocalgovernment,governmentregulationdepartmentthereareloopholesinmanagement,thelackoflocalgovernmentadministrativefunctions.Then,drawlessonsfromtheUnitedStates,Japan,HongKong,wenzhou,thegovernmentandthebenigndevelopmentofthesmallandmedium-sizedenterprisesathomeandabroadexperience,putforwardshandongprovinceneedtorelaxmarketaccessregulationandspecification,createafaircompetitio
