On the other hand, BT debt formed by BT financing model also increased the size of local government debt. Currently, the research on BT financing model still remained in the BT project level, and few scholars studied BT debt. So it is necessary to set up the risk assessment indicators of BT debt to measure the BT debt risk status of local government. Considering that BT debt was different from other general local government debts, it is improper to assess the risk status of BT debt by the existing risk assessment indicators of local government debt directly, there is a need to set up the indicators assessing the BT debt risk. So this paper taked BT debt risk as the specific research object, and studied the risk assessment indicators of BT debt. First, this paper defined the BT debt and BT debt risk. BT debt formed by BT financing model which was adopted by local government related department was a kind of local government debt. BT debt risk was a narrowly-defined local government debt risk, namely financial risk, it means the risk of the burden of BT debt repurchase price exceeded the tolerance of financial capacity, government debt faced serious difficulties, lengthening the loans or stopping paying back loans. Then this paper divided the BT debt risk into BT debt size risk and BT debt payment risk. Second, this paper identified the risk influence factors. As the study on risk assessment indicators of BT debt was still a blank field, so this paper taked risk influence factors of BT debt as the basis and pointcut to set up the indicators.
