AbstractBTmodeasamodeofconstructionhasbroadprospectsfordevelopment.Ontheone handcaneasethecontradictionofrapidurbanconstructionandthelackofconstruction funds.Ontheotherhandcultureandmaturegroupofinvestmentcompanies,tohelp businessesgetridofthelow-levelcut-throatcompetitiononthemarketoftraditional architecture.Third,throughtheBTmodelcanachievetheprojectspecializedand centralizedmanagementofthewholeprocess,tooptimizethevalueandeffectivenessof theoverallproject.However,thecurrentapplicationofthemodelprojectduetothe matchingpolicy,managementlevelandotherreasons,therearealotofinadequacies. Therefore,theGovernmentshouldfocusonpolicyresearchandmanagementqualityto strengthenresearchprojectpre-scientificplanning,strictimplementationoftheproject construction and repurchasestage, in order to reduceinvestment risk.Localgovernmentprojectriskmanagementproposedfirsthopethatlocal governmentscanfullyunderstandtherisksoftheproject,andgraduallydevelopthe abilitytocontrolprojectrisk,thegovernment decision-makingandmanagementmore accurateandscientific.PlanneddeparturefromChinasinfrastructureconstruction financingsituation,analyzetheresearchstatusandthestatusofimplementationoftheBT modelathomeandabroadaswellasits riskanalysis,summarized thecurrentBTmodelis theimplementationofthemainproblems.Onthisbasis,buildBTcombinedwiththebasic frameworkoflandcompensationtermriskandanalyzethetheparticipatingmain responsibilityandthecontractbetweenthelegalrelationshipmanagementrelations, economicrelations,theBTcombinedwiththegovernmentsideinthelandcompensation projectriskanalysis,andrisk-controlanalysis,andfinallythroughcaseanalysisof empirical research, andBTcombined with land compensation prospects.Key words：InfrastructureBTconstructionprojectsLand compensation ThegovernmentRiskmanageme目录摘要........................................................................................................(I)Abstract....................................................................................................
