When treating a disease，two things are needed to identify，one is disease stage，and another is disease causes.Whether to conduct emer- gency treatment or normal treatment，whether to prevent or to recover are necessary.So the medical system should be divided into prevention，emergency，diagnosis andtreatment（comprehensive or special treatment）， and rehabilitation.It is suggested not to divide medicine by area，and it would play a major medical advanta- ges and medical characteristics so as to resolve the blindness of patients selecting medical treatment，break through physicianpassivemedicalpattern，aswellasimprovethemedicaltreatmentefficiency.ChineseMedi- cine has spreadtomorethan160 countriesandregions，limitedtoChinesepeoplethataccountfor20% ofthe world＇s population.Some traditional Chinese methods havebeen incorporated intothelocal health care.There are 100，000 Chinese medicine clinics in the world，more than 300000 employees，and 2/ 3 of overseas Chi- nese and 1/ 3oflocalpeopleareintheuseoftraditionalChineseMedicinenow.Thechangeofhealthconcept h
