私人部门进入、区域间比较竞争与 供水行业发展 ——基于地级市数据的实证分析 1 2 3 王 岭 刘志阔 熊 艳 （1.浙江财经学院政府管制研究院，杭州 310018；2.复旦大学中国社会主义市场经济研究中心， 上海 200433；3.浙江财经学院经济与国际贸易学院，杭州 310018） [摘要]本文运用1999~2007 年中国地级市面板数据，研究了私人部门进入和区域间比较竞争 对城市供水行业发展的影响。结果表明：私人部门进入能够显著提高中国城市供水行业的综合生 产能力，并且私人部门进入程度与供水行业综合生产能力之间存在显著的倒U 型关系，但对供水 行业固定资产投资的影响并不显著。同时，区域间比较竞争能够显著提高城市供水行业的综合生 产能力和固定资产投资。此外，相对于私人部门进入，区域间比较竞争对城市供水行业综合生产 能力和固定资产投资的提升效果更为显著。研究结果表明，规范和引导国内民间资本和外国资本 运营已有或新建城市供水项目，进而形成合理的产权结构和实现有效的区域间比较竞争，能够促 进城市供水行业的发展。 [关键词]城市供水行业；私人部门；区域间比较竞争；行业发展 Private Sector Participation, Regional Comparative Competition and Water Supply Industry Development —an Empirical Analysis Based on the Prefecture-Level Cities Data Abstract: This paper researches the impact of private sector participation and regional comparative competition on urban water supply industry using the panel data of prefecture-level cities in China from 1999 to 2007. The results show that private sector participation can significantly improve the comprehensive production capacity of urban water supply industry in China, and between private sector participation and comprehensive production capacity exist significant inverted U-shaped relationship, but the impact of private sector participation on the fixed assets investment is not significant. At the same time, the regional comparative competition can significantly improve the production capacity and fixed assets investment of urban water supply industry. Furthermore, compared with the private sector participation, the effects of regional comparative competition on production capacity and fixed assets investment are more significant.
