特色小镇建设中乡镇政府公共文化服务问题及对策研究——以盐城市九龙口镇为例.docxVIP

摘 要 公众文化服务是落实好、维护好、发展好人民基本社会文化权益的主要渠道。乡镇政府作为基层国家行政机关，必须积极落实乡村文化建设政策，组织人民喜闻乐见的公共文化活动，为人民群众提供高质量的公共文化服务。 本文主要采用文献研究、问卷调查、实地考察、访谈等研究方法，从九龙口镇居民的文化服务实际出发，调查了解九龙口特色小镇公共文化服务情况，九龙口镇公共文化服务文旅融合不断发展、基础设施不断完善、文化产品不断丰富、人才队伍建设不断加强。该特色小镇还存在公共文化服务基础设施建设分布不均、文化服务产品供给主体单一、特色公共文化活动居民知晓度低、公共文化服务人才不足等问题。产生这些问题的原因包括 资金投入与需求相比仍有不足、 政府引导多元文化治理主体参与力度不够、 基本公共文化服务宣传推广能力不足、人才 激励机制不健全等。完善特色小镇建设中乡镇政府公共文化服务可以从以下四个方面努力：保障公共文化服务资金落实、构建多元化公共文化服务建设主体、加强乡镇政府基本公共文化服务宣传引导、培养高质量文化人才队伍。 关键词：公共文化服务 淮剧特色小镇 乡镇政府 Abstract Public cultural services are the main channel to implement, safeguard and develop the basic social and cultural rights and interests of the people. As a grass-roots state administrative organ, township governments must actively implement the policy of rural cultural construction, organize public cultural activities loved by the people, and provide high-quality public cultural services for the people. This paper mainly adopts the research methods of literature research, questionnaire survey, field investigation and so on. Starting from the actual situation of the cultural services of the residents of jiulongkou Town, it investigates and understands the public cultural services of the characteristic town of jiulongkou. The public cultural services of jiulongkou town continue to develop, the infrastructure continues to improve, the cultural products continue to enrich, and the talent team construction continues to strengthen. There are also some problems in this characteristic town, such as uneven distribution of public cultural service infrastructure construction, single supply subject of cultural service products, low awareness of residents of characteristic public cultural activities, and insufficient public cultural service talents.
