沈阳师范大学学士学位论文 我国政府推动老年人适应数字化社保的对策研究 PAGE PAGE I 摘 要 21世纪信息技术发展迅猛，各行各业都在大数据环境下享受着信息技术带来的红利。政府作为我国发展的引导者、管理者，也应跟上时代的步伐，加快自身的发展，使其管理与服务更加科学化。社会保障职能作为政府职能中的一项基本职能，也在信息化的今天不断完善，但是如何使数字化社保的红利更加顺利地落到每一个人的头上，还有很长的一段路要走。 本文旨在通过政府职能理论和新公共服务理论，以我国社会保障体系的发展历史为研究基础，研究我国研究老年人在数字化社保的今天，在适应数字化社保的过程中遇到了哪些困难，在困难的背后反映了我国政府在管理方面还有哪些不足，政府作为国家的管理者可以通过什么方式来解决和完善这些暴露出来的问题，从而让老年人更好地适应数字化社保。 关键词：政府；管理；老年人；数字化社保 PAGE PAGE II Abstract With the quickly development of information technology in the 21st century, all walks of life are enjoying the dividends brought by information technology under the environment of big data. As the guide and administrator of Chinas development, the government should also keep up with the pace of The Times, speed up its own development, and make its management and service more scientific. Social security function, as a basic function of government functions, is also constantly improved in todays informatization, but there is still a long way to go to make the dividend of social security digitization fall on everyones head more smoothly. This paper aims to study the development history of Chinas social security system through the theory of government management, in social security research of our country older people today, in the process of adapting to social security digital what difficulties encountered, in difficult behind which reflects the Chinese government in management and insufficient. As a national manager, how can the government solve and improve these problems, so that the elderly can better adapt to the digital social security.
