Directions: Step 1. Divide the class into pairs or groups of 3 to 4, and have each group sit in a circle. Step 2. Read the following background information: You are judges (法官) working in the Supreme Court (最高法院) of the city. Now there are five important cases you must handle. To decide which case is the most urgent one to deal with, you must rank them in the order of their importance (from 1 to 5). Work individually for approximately 2 minutes to rank them. The five cases are on Page 166~167. Step 3. When you have finished, compare your rank order with your group members’. If you have the same rank order, discuss why you all think that one case should be considered more urgent than another. If your rank order is different from theirs, explain the reasons for your rank order. Step 4. After the group discussion is finished, the teacher can have some students report their rank order to the class and give their reasons. Step 5. Establish the appropriate punishment for each of the crimes above. After you have finished, have a spokesperson in each group report your group’s punishment for each crime to the class. Decide who you think was right and be ready to tell why you think so. In other words—you will be the judge. If you don’t agree with your partners, explain why. Step 3.
