摘要当前我国经济高速发展，不同行业的人才需求量逐渐增加，特别是具有一定操 作技能的专业人才更是受到用人单位的青睐。高等职业院校作为培养这种人才的地 方，越来越受到社会各界的重视，它已经成为我国高等教育的重要组成部分，然而 由于我国高校不断扩招，本科和研究生教育逐步大众化，高职院校发展面临着一系 列的问题，怎样才能够在激烈竞争的今天立于不败之地，保持高职院校的持续健康 发展成为许多学者关注的问题，要达到高职院校的健康持续发展，必须制定合理的 发展战略，高职院校在战略的指引下才能快速、稳定的向前发展。本文针对高等职业院校发展战略进行研究，在分析了国内外众多关于高职院校 发展战略研究成果的基础上，明确了高等职业教育的人才培养方向，通过以山东服 装职业学院作为实例，着重分析了学院所处的内、外部环境，并采用平衡计分卡分 析法，通过问卷调查的方式，确定了影响学院发展的 18 个指标因素，得出了各个指 标的调查结果，分析了指标要素的特点，提出了学院发展平衡计分卡四个方面要素 指标的重要性；又通过对学院进行 SWOT 分析法，找出了学院发展的优势、劣势、 机遇和挑战。在综合分析了学院发展的环境因素的基础上，结合学院实际情况以及 国家对于高职教育发展的指导意见，提出了山东服装职业学院未来发展的战略目标， 并给出了实现这些战略目标应该采取的措施和保障措施顺利实施的方法。关键词：高职教育；山东服装职业学院；平衡计分卡；SWOT 分析；战略；措施AbstractAs the fast development of our economy, the requirement of competent people in all kinds of trade uninterrupted increased, especially the demands of the people who had manipulative skills.
