山东海洋碳汇渔业发展问题研究摘要近年来，全球气候变暖趋势的日益明显和极端天气造成的自然灾害频繁出 现，低碳环保的生产生活方式越来越受到各国关注。我国作为世界上最大的发展 中国家，面临经济发展和环境保护的双重压力，必须在各领域开展节能减排工作。海洋生物群落的自然生长可以从大气及海洋中吸收二氧化碳并形成碳汇，缓 解全球气候变暖趋势。唐启升院士 2011 年提出“碳汇渔业”的概念，力图深入 挖掘渔业生产在汇碳、固碳方面的能力。有鉴于此，本文采用文献研究和规范研 究与实证研究相结合的方法，重点探讨当前山东沿海地区碳汇渔业所面临的问题 及相关发展策略。文章在文献综述的基础上，立足产业结构、产业关联、产业集群及区域经济 发展规划等理论，通过资料搜集及实地走访所得数据，了解到当前山东沿海地区 通过开展海洋渔业生产活动、进行渔业资源和渔业环境修复以及开展新型海洋生 产方式，自发性地发展碳汇渔业，但同时也面临自然资源总量减少，发展模式单 一、产业链条不完善及政策扶持力度不够等问题，并从海洋污染、政策宣传、产 业规划、指标评价体系建设等方面对上述问题产生的原因进行了具体分析。由于山东沿海地区自然资源禀赋较好，社会经济基础较为雄厚，同时也拥有 较为优越的政策扶持条件和雄厚的科技力量支撑，具备发展碳汇渔业的有利条 件，可以继续从海水养殖、增殖放流及休闲渔业等角度入手，探究碳汇渔业发展 的新路径。另外，针对目前山东沿海地区在发展碳汇渔业过程中出现的一系列问 题，本文也从强化渔业生态环境保护、强化渔业基础研究、加大政策扶持力度和 宣传力度以及建立健全海洋碳汇评价体系和强化国际合作等方面进行改进，以促 进山东沿海地区碳汇渔业的良性发展。关键词：山东沿海；碳汇渔业；发展机制；发展策略A Study on the Development Issues for Carbon-SinkFisheries in Shandong Province AbstractIn recent years, the global warming trend has become increasingly evident and frequent natural disasters caused by extreme weather, low-carbon environment of production and lifestyle has become more and more national attention.
