Theoretically sp eaking，the introduction of th is concept has exerted a strong im pact on the traditional im p lem entation of conflict rules in the International Private L aw s, in w h ich “R u les of Im m ediate A pp lication ” has b ecom e one of the m ost controversial top ics. In practical perspective, the concept of R ules of Im m ediate A pp lication ，， m ade scholars start to attach great im portance to the public policies an d value orientation beh ind the ru les p er se, w hich to som e extent has show ed the tren d of International Private law becom ing public oriented. D espite the short history of the introduction of R u les of Im m ediate A pp lication ”, scholars from all over the w orld has form ed blossom s of op inion s tow ards th is concept. D ifferent scholars w orldw ide from the concept initiator, French sch olar Phocion Francescakis to th e B ritish Scho lar M orris，an d to D eutsche Sch olar K egel, all of w hich has nam ed th is concept in different w ays. W h ile in C h ina，though w e som ew hat had a late start，scholars represented by P rofessor H an D ep ei all have expressed their op inions an d un derstandings of “R u les of Im m ediate A pp lication ”. W ith the continuou s im provem ent of the concept theoretically through arduous efforts of scholars all over the w orld, “R u les of Im m ediate A pp lication ” started to be put into practice then in various countries.
