Abstract Cai Hesen was one of the founders of Chinese Communist Party, early distinguished theorists, publicist and political activist, to the new democratic revolution of China made significant contribution.With the face of the warlord chaos and imperialist oppression in China, Cai Hesen proposed an insightful idea that China should ally with Soviet to get national and democratic liberation. In terms of theory, he advocates to learn from Russian revolution; in the reality, he suggests Kuomintang and Communist Party of China to ally with soviet to get national and domecratic liberation. His idea of Chinas alliance with Russia contributed a lot to KMT-CPC cooperation, Sun Yat-sens policy of alliance with Russia, and the foundation of Sino-Soviet Alliance. Chapter 1 in this paper demonstrates the formation of Cai Hesens idea. First, the initiation is influenced by the October Revolution of Russia and the spreading of socialism in China; second, the generation is promoted by his research on world revolution in French, especially October Revolution of Russia and Bolshevik Party; after his returning, with the need of revolution in China, Cai Hesen’s idea was formed specifically and systematically, marked by the publication of “The Alliance of China, Germany and Russia, and the reactionary of International Imperialism and Chen Jiongming”. The second Chapter focuses on reasons, methods, objectives and steps of alliance with Soviet. The reason of the idea’s formation is analyzed from three aspects of the need of Russia’s help, Russia’s help in Turkish revolution and Russia’s equal treatment towards China. The method is stated from four levels of the sympathy, alliance and acceptance of Soviet-Russia, the formation of economic alliance, the alliance of China, Germany and Russia, and reestablishment of China and Russia.
