In the construction of a new type of rural social endowment insurance system in China (hereinafter referred to as the new agricultural insurance system), the key is clearness and implementation of responsibilities of government. For the multi-level social security system of China, the government’s responsibilities are different in different systems and projects, in the process of construction and implementation of new agricultural insurance system , the different levels of the government assume their respective responsibilities. On September 1, 2009, the state council issued the pilot guidance on the implementation of the new type of rural social endowment insurance, establish the new type of rural social endowment insurance system, and gradually open. For the local county government, primary responsibility is to implement. District level governments responsibility is directly related to the implementation of the quality of the system and its operation to achieve the objective value of the degree. Therefore, the study county level of government in t the new type of rural social endowment insurance system in the implementation of responsibility is very important. Based on the thinking of the problem , by this case study of JS district governments responsibility in the implementation of the new type of rural social endowment insurance system, analyzes the local governments responsibility from the organization, financial, regulatory three aspects, and puts forward specific responsibility suggestions for the local governments in the implementation of new agricultural insurance system.
