In the face of an useless guidance document and the serious reality of super bacteria frequently appeared, people realize that a legal measures is necessary to regulate and control the abuse of antibiotics. In 2011, Chinas Ministry of health issued the clinical application of antimicrobial agents management approach which ration the use of antibiotics, it is the first time that control the application of antibiotics in legal terms which is harder than all previous administrative means. This approach to the use of antibiotics were quantified, and made clear the responsibility of the responsible person, perfect the supervision mechanism, but there also are some unreasonable factors, such as lack of punishment of primary health care services, insufficient regulation of the violator blow strength shortage.
