According to the basic theory in the reformation of the property right, we have been researching existing problems in the process of the reformation of the property right and the method of realization in order to provide guidance for the operation of the reformation. This article consists of three parts. At first, we analyses and concludes basic concepts of the property right and the property right system and provides the theoretical foundation for the reformation of property right in state-owend medium and small sized enterprises. The second, we sums up and elaborates the reformation of state-owend medium and small sized enterprises and analyses existing problems in the reformation property right of medium and small sized enterprises thoroughly. At last, we demon states basic form in the reformation of state-owend medium and small sized enterprises and points out the way of relation for the reformation of medium and small sized enterprises. Key words: Medium and small sized enterprises; Reformation of property; Method 1 绪 论 随着我国经济体制改革的不断深入，国民经济得到了长足发 展。企业制度作为改革的重点和核心内容，已经发生了深刻的变 化。从 1978 年到现在，我国的企业改革经历了放权让利、承包 经营责任制、转换经营机制和建立现代企业制度等四个阶段，从 开始的试点探索，逐步转向全面和系统的改革，向现代企业制度 迈进。 国有中小企业在国有经济中处于极为重要的地位。搞活国有 中小企业，是关系到从整体上对国有经济进行战略性改组的重大 举措。据统计，目前全国国有企业总数为 30 多万个，其中大型 以上企业只有1 万个左右
