昌吉市土地利用总体规划实施的空间吻合度评价研究 陈虹 高敏华 新疆大学资源与环境科学学院 教育部绿洲生态重点实验室 X 关注成功！ 加关注后您将方便地在 我的关注中得到本文献的被引频次变化的通知！ 新浪微博 腾讯微博 人人网 开心网 豆瓣网 网易微博 摘????要： 该文采用空间吻合性度量模型, 分别从规划实施过程和实施结果2个方面来分析地类图斑、土地用途分区、区域3个层面的昌吉市2009—2014年以来的空间吻合度, 评价昌吉市土地利用总体规划的实施情况。结果显示: (1) 规划实施近半, 规划实施过程的空间吻合度普遍优于规划实施结果, 且不符合规划的面积会逐年积累, 导致实施结果空间吻合度处于较低水平; (2) 从规划实施过程可以看出, 昌吉市不符合规划面积最大的是城乡建设用地和交通水利用地, 且其吻合度最低, 需加强监管或结合城市规划、交通水利发展规划做出调整, 严格控制非农建设占用农用地; (3) 规划实施结果显示, 规划实施以来, 规划未实施的面积所占比重大于不符合规划的面积, 说明此次规划的引导性次于规划的控制性。最后, 针对规划实施过程和结果中出现的问题, 提出了相应的参考建议。 关键词： 土地利用总体规划; 空间吻合度; 规划实施过程与实施结果; 昌吉市; 作者简介：陈虹 (1992—) , 女, 湖北安陆人, 硕士研究生, 研究方向:土地利用, 土地规划。 收稿日期：2017-09-05 Implementation Evaluation Research of General Land Use Plan Based on Spatial Concordance in Changji City Chen Hong College of Resources and Environmental Science, Xinjiang University; Abstract： Using the degree of spatial goodness method, this paper evaluated the implementation process and resultsof general land use planning of Changji City, which was built from three levels:land class spot, functional zoning, and region, since 2009-2014.The results showed: (1) Half of planning implementation, the spatial goodness of im-plementation process is superior to results.The lower spatial goodness resulted from the cumulative change of unim-plemented land in a small scale year by year. (2) As the implementation process showed that the urban and rural con-struction land and transportation and conservancy land accounted for the largest proportion of unimplemented land.Therefore it is great important to strengthen regulation or make reasonable adjustments combined with other planning.And try to avoid illegal occupation of agricultural land. (3) According to the results of implementation, a large num-ber of the unimplemented land in planning accounted for the lower spatial goodness.This went to show the guidanceof planning is inferior to its controllability.Then, in view of the planning implementation problems, put forward thecorresponding advice.
