HSE Requirements / Responsibilities Subcontractor working on the project shall have in effect a safety plan and shall designate a safety representative. The subcontractor and his employees shall be subject to HSE rules and regulations for the conduct of the work at the site as the contractor establish. The subcontractor shall be responsible for the enforcement among his employees of the contractor’s instructions regarding HSE regulations. Subcontractors safety manager shall be responsible for initiating the respective own safety program, ensuring that job site safety requirements and procedures are being accomplished, conducting safety inspections of work being performed, conducting safety meetings with craft employees and submitting report to contractor’s project safety department documenting safety activities. The safety manager will also be responsible for a continuing survey of its operations, to ensure that the probable causes of injury or accidents are controlled and that operating equipment, tools and facilities are used, inspected and maintained as required by applicable safety and health regulations. The Subcontractor shall be responsible for obtaining all necessary permits and Ministry approval for works in the site prior to the commencement of the site work at his cost. The subcontractor is solely and entirely responsible to the government and others for all accidental deaths and injuries to workers or any person on the work, and for property damage occurring during the work. The subcontractor shall guarantee to compensate for all claims made by the government and its employees and others due to accidental deaths, injuries and damages and also for expenditures paid to defend or settle these matters as well as environmental incidents.
