中华医院管理杂志2005 年 8 月第 21 卷第 8 期 　Chin J Hosp Admin ,Aug 2005 , Vol 21 , No . 8 ·505 · ·医院管理论坛 · 论区域卫生规划评价工作中的几个问题 傅鸿鹏 　雷海潮 　周和宇 【摘要】　分析当前我国各地开展区域卫生规划评价的过程中 ,在评价主体 、评价内容 、评价模式 、评 价标准等方面存在的多种可能性及其对评价效果的影响 。提出在区域卫生规划评价工作中的操作性建 议 。在评价主体上 ,应尽可能选择外部评价者为主 、内部评价者为辅的方式 ;在评价内容上 ,地方政府或 卫生行政部门适宜进行经常性的方案评价和执行评价 ,政策效果评价宜由学术团体等外部评价者协助 开展 ;从可操作性角度 ,地方政府适宜以目标确定的模式来开展常规和定期的评价工作 。最后 ,作者还 讨论了区域卫生规划评价工作中合理 目标 、规划 目标 、指标现值三者之间存在差距时 ,各种情况所蕴涵 的现实意义和解决措施 。 【关键词】　区域卫生规划 ; 　政策评价 ; 　标准 Several issues in the evaluation of regional health planning 　FU Hongpeng , L EI Haichao , ZHOU Hey u. B eij ing M unicip al Centerf or Disease Control and Prevention , B eij ing 100013 , China 【Abstract 】　In the evaluation of regional health planning as conducted in various parts of the country , there ex ist many possibilities with regard to the evaluation subj ect , evaluation content , evaluation model , and evaluation crite ria . The paper analyzes these possibilities and their effect on the evaluation results and puts forward operational sug gestions for such evaluation . With regard to the evaluation subj ect , the key role ought to be given to external evalua tors , with internal evaluators playing an auxiliary role . With regard to the evaluation content , it is appropriate for the local governments or health administrative departments to conduct continuous plan evaluation and implementation eval uation , whereas policy evaluation ought to be conducted with the help of external evaluators such as academic soci eties. With regard to operability , it is proper for the local governments to conduct routine and periodic evaluations with fixed goals. The paper also discusses the realistic meanings embodied in various situations and solutions in case of a gap between the rational goals , planned goals and current index values in the eval
