本科学生毕业论文 论文题目： 农民利益表达机制构建的理性思考 学 院： 政府管理学院 年 级： 2010级 专 业： 公共事业管理 姓 名： 王遥遥 学 号： 指导教师： 刁利明 2014年 4月 15日 农民利益表达机制构建的理性思考 【内容摘要】在中国，农民占很大比重，关于农民的问题至关重要。“三农”问题自提出以来就备受关注。十八届三中全会更是提出了农村改革的具体措施。“三农”问题，归根结底仍是农民利益问题。然而由于农民自身原因、结构体制及社会环境等因素，农民仍不能很好地表达自身利益甚至缺乏有效的与之相适应的利益表达方式。改革开放以来，如何解决农民问题成为党的工作的重中之重，并被置于战略重地，提出了相应的制度计划、改革措施等。然而由于历史原因、传统因素、社会发展等，农民利益表达机制在运行中出现了各种问题。本文着重分析了农民利益表达存在的问题和原因，并针对现存的农民利益表达机制进行细致分析，提出其可行性及现行运作中存在的问题，并针对以上问题进行了反思。本文通过对农民利益表达机制运行困境的分析，进行了理性的思考，提出了具体的设想，并提出推进政治体制改革、完善农民利益表达制度和建立农民利益表达组织、法律援助机制等，让农民为自己代言，在体制的框架下，制度的保障下，更好的主动地掌握话语权，通过与社会其他利益群体的平等对话和谈判协商来维护自身利益。 【关键词】农民利益 机制 构建 Abstract In China, farmers account for a large proportion, issue of farmers is essential. This paper analyses the existing problems and reasons of the farmers interest expression, and a detailed analysis of a farmers interest expression mechanism for existing, put forward the feasibility and the current problems existing in the operation, and reflection to solve above problems.
