Based on the analysis of the entire flight operation process and the duties of ATM, airlines and airports during the operation, this article constructed a delay statistical index system. The article also presented a delay rating assessment model. The field trial in an airline of China illustrated that the statistical index system and assessment method presented in this article can trace the entire flight delay more exactly compared with the present normality statistical standards. It can reflect the actual situations of flight operations and effectively support the airline delay control and operation management.
