I 摘要 今年是改革开放 42 周年，也是打赢脱贫攻坚战役的关键性一年。民生问题是我国全 面建成小康社会的重要课 ，而城乡收入差距过大则是最为突出的民生问题之一。自从 1972 年以来，我国的经济得到了很快的发展，并且也更加关注基础设施的建设，人们生活 水平也在不断提高。然而，尽管人们的收入在不断提高，但是城市与乡村的居民收入差距 逐渐拉大，城乡发展不平衡的问题越来越突出，我国城市居民平均收入远高于农村居民。 解决这个问题的关键在于政府是否正确的运用自身的财政职能，优化资源分配，稳定市场 秩序，构建合理的税收体系，平衡城乡的发展。 关键词：城市；农村；收入；财政；税收 I Abstract This year marks the 42nd anniversary of reform and opening up and is also a crucial year to win the battle against poverty. The issue of peoples livelihood is an important issue for China to finish building a moderately prosperous society in all respects. Sin ce Chinas reform and opening up, the economy has grown rapidly, i nfrastructure has been improved, and peoples living standards have been improved. However, with the increase of peoples income, the i ncome gap between urban and rural residents is gradually widening, and the imbalance between urban and rural development is becoming m ore and more prominent. The average income of urban residents in C hina is much higher than that of rural residents. The key to solv e this problem lies in whether the government can correctly use it s financial function, optimize resource allocation, stabilize market order, build a reasonable tax system and balance the development of urban and rural areas.
