PAGE 1 对政府旧城改造管理的建议 ——以新郑市皇帝故里周边旧城改造为例 城市管理专业 摘要 新三步走战略的提出为中国社会未来的发展指明了方向，同时也为未来不同阶段的城市发展提出了新的要求。原有的城市发展体系和结构已经不再适合甚至阻碍着城市发展，尤其以城市中的旧城区发展面临的问题最为明显。旧城区在城市景观、经济发展能力、社会治理、人民生活状况等方面成为整个城市相对落后的区域，越来越引起城市政府和管理者的关注。在旧城改造的过程中，也出现了许多问题不仅阻碍着旧城区改造，而且为城市发展增加了新的难题。政府作为城市管理和城市改造的主体，面对拆迁纠纷、城市局部功能缺失、改造时间长、改造后新功能区发展乏力等问题，要规范自身行为、协调城区内外发展、加强对施工方的监督和管理、制定周密计划，以期满足居民生产生活需要和促进城市发展。 关键词 城市管理；旧城改造；地方政府；城市规划 Abstract The new three-step strategy point out the direction for the future development of Chinese society and puts forward new requirements for the future urban development. The original urban development system and structure is no longer suitable for or even hinders urban development, especially the problems faced by the development of the old urban areas are the most obvious. The old city area has become a relatively backward area in the whole city in the terms of urban landscape, economic development ability, social governance and people’s living conditions. In the process of the old city reconstruction, there are many problems which not only hinder the old city reconstruction, but also add new problems to the urban development. As the main body of urban transformation, government faces some problems, for example demolition, city after the reconstruction of partial loss of function, time is long, the lack of new area development force and so on. Government should regulate their own behavior, coordinate the development of city area inside with outside, strength the supervision of construction and management, make a deliberate planning, hoping to meet the needs of the residents’ living and promote the development of cities. Key words urban management; Reconstruction of the old city; Local government; Urban planning 前言 中国旧城改造起步相对较晚、旧城改造的概念和理论大多从西方引入。在改革开放后，旧城改造成为一些大城市发展不可回避的解决城市发展困境问题的手段。在已有研究中，以北京、上海等城市为例，对城市改造的模式、存在的问题、应对措施进行了研究和反思，为其他城市改造提供了经验。在新时代背景下，旧城改造出现新的发展趋势。旧城改造的研究区域逐渐从东部沿海地区向中西部欠发达地区扩散，所研究的城市规模、性质逐渐由一线城市、历史文化名城向二三线城市、新兴城市等倾斜，具备由点及面、由特殊到一般的演进路径特征[1]。本文以河南省新郑市旧城区改造为例，通过问卷调
