专利信息传播利用的体系化建构与创新 王　肃 内容提要：目前，我国仍存在着专利信息服务主体重视程度不够、专利信息价值挖掘不充分、专 利信息分析的科学性欠佳、专利信息供给的结构性失衡以及与应用需求相脱节等问题。对此可以专利 信息服务体系的规范建构为出发点，建立涵括专利信息的基本类型、专利信息服务的主体与内容、专 利信息分析的方法、专利信息的特色数据库、专利信息服务的模式、专利信息运用的促进政策、专利 信息服务规范的标准化和协同创新机制等内容的“一体化”的专利信息传播利用体系，并在此体系框 架之下，适应新的科技变革对专利信息传播利用的创新要求，在对专利信息进行价值评估和深度挖掘 的基础上，通过专利信息的“量化”分析、“智慧化”运用、本地化转换与特色运用、定制化加工， 以提升我国专利信息传播利用的科学化水平和效率。 关 键 词：专利信息　传播利用　体系构建　实践创新 Abstract: Certain problems exist in China’s patent information service, such as inadequate attention to information service providers, insufficient mining of patent information value, inferior scientific analysis of patent information, the structural imbalance of patent information supply and the mismatch between information supply and needs. To address these problems, it is suggested to set out from establishing a standardized patent information application system, construct a comprehensive patent information dissemination and exploitation system including basic patent information types, patent information service providers and content, patent information analytical method, patent information databases, patent information service modes, patent information utilization promotion policy, patent information service standard, and the collaborative innovation mechanism. Within the framework, to meet the requirement of new scientific and technological reform to the innovation of patent information dissemination and utilization, based on patent information value assessment and in-depth mining, by quantitative analysis of patent information, smart use, locally transformation and special utilization, as well as customized processing, to raise the level and efficiency in dissemination and utilization of patent information by China.
