This paper firstly established a method to identify decisions in PPP projects by combining the tool of WBS (Work Breakdown Structure) and the method of Grounded Theory. A list of decisions was then built based on current studies and PPP standard contracts issued by the government, by using the qualitative analysis software Nvivo. Each decision in the list was given the definition by summarizing their elements such as the objectives and schemes. Two perspectives were promoted which are process and nature of the decisions to establish the breakdown structure of the decisions. The conclusions could be used in the research and practice for the allocation of rights between the public and private sectors and the design of contracts in PPP projects.
