PAGE IV 摘 要 消防中队战斗力是公安消防中队完成灭火救援任务的能力。消防中队作为与火灾斗争的最基本作战单位，发挥着“打早，打小”的特殊作用。在当前全国消防部队开展以抓基层、打基础、苦练基本功为核心的“三基”建设，大力实施“161”工程建设的重要时期，消防中队如何更好地适应经济社会形式发展的需要，提高“灭大火，抢大险，打恶仗”的能力，担负起法律赋予消防部队的神圣职责，就显得十分重要。作为基层消防部队，消防中队在参与火灾扑救和社会抢险救援过程中面临着新的挑战，而要很好地完成以灭火为中心的各项工作任务，部队战斗力的生成是根本。笔者结合实际工作经验和在校学习的一些认识针对这一问题，从消防中队战斗力的内涵入手来论述消防中队战斗力生成。本文主要分析制约消防中队战斗力提升的主要因素和消防中队战斗力生成的有效措施和途径。 关键词 消防中队；战斗力；职责；途径 Abstract The fighting capacity of fire company is the capability of public security fire company to fight fire and make rescue. As the basic unit in fighting fire, it plays an unique role of fighting small fire at its early stage. At the crucial period when the fire forces nationwide are carrying out the three basics construction, the core of which is basic level, basic technique and basic skill and implementing the 161 project, it is crucial for fire company to better adapt to the need of economic and social development, to improve the ability of putting out big fire, rescuing serious emergency and fighting under severe circumstance and to shoulder the sacred duty granted by law. As the basic fire forces, fire companies are faced with new challenges in fighting fire and rescue emergencies. To accomplish all kinds of tasks centered on fire fighting, it is basic for fire forces to build up the fighting capacity. In this paper it is discussed the generation of fighting capacity of fire company starting with the connotation of fighting capacity of fire company by combining practical experience to thoughts in his studies. The article aims at analyzing the main factors restricting the improvement of fighting capacity of fire companies and effective measures and approaches for them to generate fighting capacity.
