PAGE II 大型灾害事故应急救援问题研究 摘 要 随着我国的经济建设和城市建设迅速发展，化工、交通、建筑等方面的灾害事故频频发生，同时，自然灾害事故和恐怖活动也存在着潜在的威胁。一旦发生大型灾害事故将造成极大的经济损失和人员伤亡，甚至产生恶劣的政治影响。因此，对大型灾害事故应急救援的研究具有重要的现实意义和实用价值。 本文首先通过大量的案例收集、整理，总结概括出大型灾害事故的定义和特点，以映射出大型灾害事故的应急救援是对公安消防部队新的挑战。其次，介绍了公安消防部队参加大型灾害事故应急救援的现状以及优势。最后，针对此现状，指出了公安消防部队在参加大型灾害应急救援中存在的问题，并初步探讨了解决问题的对策及建议。对该课题的研究，可以为公安消防部队成功有效地处置大型灾害事故提供一定的理论依据，对大型灾害事故应急救援的指挥也有一定的指导意义。 关键字 大型灾害事故；应急救援； 问题； 对策 Study on emergency rescue of the large-scale disasters Abstract With the rapidly development of ecnomic construct and the enormous expansion of city scope, more and more calamities and accidents happened every year. For instance, chemical industry explosion, traffic accident, construction building site contingency. At the same time, nature disaster and terrorist activities are always droping shadowes on our country. Once grave accident occurs, it means that we will have titanic ecnomic losing and people loss, even it will cause politic embarrassment and diplomatic friction. Therefore, the research about emergency rescue of the large-scale disasters has the immense practicality and useful meaning. Firstly, this discours summarizes large-scale disasters character through an abundant of cases and gives the definition of what is large-scal disasters. This conclusion will reflect that handling large-scale disasters is a new and onerous challenge in a short time. Secondly, this discours introduce the existing circumstances and advantage of fire fighting rescue operations in the large-scale disasters rescue. Finally, Aiming at the existing circumstances, the thesis point out the problems and limitation when fire fighting rescue operations deal with the emergency and complementate the strategy. Centre on this topic, it will provide some theoretical basis to take the emergency and can be the master plan of the crucial accident command, too.
