全和完善民营企业劳动关系法规；建立健全社会保障体系；加强民营企业的工会组织建设；建立健全协调劳动关系三方协商机制；加强劳动关系的文化调节。【关键词】民营企业劳动关系调节机制三方协商机制AbstractLaborrelationsisthemostimportantsocialrelationshipbetweensocio-economicrelations,andcloselylinkedtotheeconomicdevelopment,socialstability,theimprovementofpeople’slivingstandards,itlaborrelationsissuehasbeenamajorsocialissueofparticularconcerntotheleadersofallcountries.Theoryisalsoahottopicamongresearchers.Withtherapiddevelopmentofeconomicglobalization,therapidemergenceofhigh-techindustriesandthesocio-economicdevelopmentandpolicyadjustments,theworldslaborrelationshaveundergonerapidchanges.Bothdevelopedanddevelopingcountriesareactivelyadoptingvariousgovernmentpolicies,startingfromtheestablishmentofharmoniouslaborrelations,andpromoteeconomicdevelopment.Chinaseconomicdevelopmenthasbeguntotakeshapeafternearly50yearsofdevelopment.Privateeconomyhasbeenparticularlyfromtheso-called“fringeeconomy”hasgraduallydevelopedintoanimportantcomponentofthesocialistmarketeconomyandhasbecomeamajordrivingforcetopromoteeconomicgrowth.Practicehasprovedthattherapiddevelopmentoftheprivateeconomyhasbecomeencourageprivateinvestment，jobopportunitiesandstimulateeconomicgrowth.Optimizationoftheownershipstructureandenhancedevelopment,andpromotetheprocessofurbanizationandindustrializationefforts.However,therapiddevelopmentofthesituation,Chinasprivateenterpriseshavebeenexposedtomanyproblems,ofwhichLaborrelationsinaparticularlyprominent.Inrecentyears,privateenterprisesinShanxihavegreatlyincreasedthenumberandscale,theveryrapiddevelopmentmomentum.Since2000,Shanxiyears,theprivateeconomyhasbeengrowingatmorethan20%in2006firsthalftheaddedvalueoftheprovincesprivateeconomy109.84billionyuan,anincreaseof26.16%;thetotalnumberofprivateenterprisesreached698,000households,anincreaseof58,000households.Privateenterprisetaxespaid14.358billionyuan,anincreaseof24%.Privateenterprisehasbecomeapivotalforceintheprovinceseconomiclife.However,alongwiththerapiddevelopmentofprivateenterprisesinShanxi,manyoftheproblemsoflaborrelat
