摘要随着我国改革开放的不段深入，农民工这一群体已成为推动经济发展和促进社会结构变革的重要力量。农民工的出现，在提高了农民收入的同时促进了农村地区发展，更为现代城市经济的发展做出了贡献。农民工权益保护已越来越受到社会各界的高度重视与广泛关注，农民工的养老保险问题也成为影响经济又好又快发展和和谐社会建设的重大社会问题。因此，重视关注并认真解决好农民工的养老保险问题既有紧迫的现实意义又具有积极的战略意义。在当前条件下，为全国庞大的农民工队伍建立养老保险制度是必要且完全可行的。但从我国农民工养老保险政策的实施情况来看，效果并不尽如人意。由于缺乏统一的规定，各个地区之间根据农民工的特点纷纷制定了各具特色的农民工养老保险政策，这些政策的出台和实施不同程度的为农民工提供了保障，但是地方性的农民工养老保险政策存在着农民工的养老保险待遇差异较大、养老保险关系难以接续的问题。农民工整体参保率低、中断并退保现象普遍；种种障碍使得农民工养老保险制度进展缓慢，甚至陷入了困境。养老保险制度是农民工享有社会保障的核心内容，山西省的农民工养老保险制度有着自己的特点和重点，也面临着一些亟待解决的问题和难点。本文重点在对山西省农民工养老保险政策的分析基础上，对其他省市具有典型代表性的先进模式进行对比借鉴。在此过程中，以山西省情和农民工实际情况为立足点和出发点，通过实证分析结合定量分析，认识到问题与不足，并力求对山西农民工养老保险制度的完善和更大突破提出一些自己的建议。【关键词】农民工养老保险问题研究AbstractAsChinasreformandopeningupnotofthedepthofthisgroupofmigrantworkershasbecometheeconomicdevelopmentandsocialstructure,animportantforceforchange.Theemergenceofmigrantworkers,theincomeoffarmersinimprovedruralareaswhilepromotingthedevelopmentofmoremodernurbaneconomicdevelopmentandmakeacontribution.Currently,therightsprotectionofmigrantworkershasbeenincreasingattentionbythecommunityandthewidespreadattentiontheissueofmigrantworkershasanimpactonpensionandfasteconomicgrowthandbuildingaharmonioussocietythemajorsocialproblems.Therefore,theemphasisonattentiontoandseriouslysolvetheproblemofmigrantworkersbothpensionurgentpracticalsignificancebutalsohaspositivestrategicsignificance.Inthecurrentconditionsforthecountrytoestablishalargecontingentofmigrantworkerspensioninsurancesystemisnecessaryandfeasible.However,migrantworkersfromthecurrentimplementationofpensioninsurancepolicies,theeffectisnotsatisfactory.Thelackofuniformregulations,amongthevariousregionsaccordingtothecharacteristicsofmigrantworkershavedevelopedadistinctiveendowmentinsurancepolicy,theintroductionandimplementationofthesepoliciesinvaryingdegreestoprovidetheprotectionformigrantworkers,butthelocalmigrantworkersendowmentinsurancepolicyofmigrantworkerstherearequitedifferenttreatmentofpensioninsurance,pensioninsurancerelationshipisdifficulttofollow;migrantworkersoverallenrollmentratei
