建筑小区中水回用利益主体的博弈分析及对策研究-------以西安市为例专业:工程经济与管理 研究生:赵陈果 指导教师:高旭阔 副教授摘要建筑小区中水回用是在我国城市普遍缺水的现实环境下,缓解城市缺水问题 的一个重要选择,它的实施涉及与之相关的利益主体、法律法规、规划、建设、 投资等许多方面,是一项复杂的系统工程。本文首先对国内外建筑小区中水回用进行分析总结,重点对其利益主体进行 研究。建筑小区中水回用项目能否顺利实施在于政府、开发商和消费者(小区业 主)三个利益相关者之间的平衡。本文通过对建筑小区中水回用项目各主体之间 相互作用以及利益关系的分析,利用博弈论作为工具,构建了一个建筑小区中水 回用各利益主体博弈的动态模型,分析三者之间利益博弈的相关机制,从三者利 益均衡的方面得到两种博弈模式:政府主导型博弈模式;开发商主导型博弈模式。 另外,本文在对两种基本博弈模型进行更进一步分析的基础上,还对其优劣势进 行了分析。而且在实践分析的消费者(小区业主)决策分析时还利用“熵权理论” 对中水回用在建筑小区房屋差价中所占的权重进行了确定。最后,本文在基于各 主体利益均衡的情况下,将我国的城市化背景纳入其中,为建筑小区中水回用项 目的顺利进行提出了自己的意见及建议。关键词:建筑小区;中水回用;利益主体;博弈;熵权The research of the game analysis between the stakeholders of recycled water in building community of XianMajor: Engineering Economics and Management Name: Zhao ChenguoInstructor: Pro. Gao XukuoAbstractBuilding community water reuse is one of important options to relieve urban water shortage in the common reality of lack of water. Its implementation involves of the main body related with the interests, laws and regulations, planning, construction, investment and many other aspects, which are complex system engineering.This paper firstly analyzes and summaries the domestic and international architectural community water reuse, puts the emphasis on the interests of the main stakeholders. The recycled water project can implements or not lie in the interest balance between the government, developers and owners of building community. This paper builds a dynamic game model of every main body by means of analysis to relation and interaction between the main stakeholders taking the games as a tool. Analysis the relational mechanism of the three sides, this paper gets two patterns containing governments leading and developers’ leading. Besides, this paper analyzes the advantage and the disadvantage of the both on the base of further analysis of two game models.
