基本状况与行动方案：山东省残疾人 “整体赶平均、共同奔小 康”计划的研究报告 张文涛1 魏红曼2 摘要：全面建成小康社会是党的十八大提出的宏伟目标，是广大残疾人的热切期 盼，也是 级残联组织的中心工作任务。2013年，我省将实施残疾人“奔康计划” 写入省政府工作报告，列入全省为民办实事的重要内容，多年来，我省省委、省 政府高度重视残疾人工作，加大对残疾人的扶助力度，帮助残疾人改善基本生活 条件，但总体上看，全省残疾人工作还不能适应全面建设小康社会的要求，残疾 人的生活水平与社会平均水平还有较大差距，所以成立此课题组研究本省的残 疾人事业发展及残疾人奔小康的状况。课题立足全面分析我省残疾人生存发展 状况，以及外部环境和工作基础，为实施“残疾人奔康计划”做出了总体、长远的 目标规划和制度安排。 关键 ： 山东省残疾人 奔康计划 行动方案 Abstract ：Building a Overall well-off society is a grand goal of 18th CPC National Congress. The persons with disabilities are eagerly anticipating the achievement of this goal, which is also being the center task of CDPF organizations at all levels. Shandong province made the plan-the disabled striving to well-off society into the government work report in 2013. It is the important content of doing real issues of our province. The Provincial Party Committee and the Provincial Government have attached great importance to the work for disabled persons , increasing support to disabled people and helping the disabled to improve the basic living conditions for years. However, in general the provinces work of the disabled cannot adapt to the requirements of building a well-off society. Besides, there is a big gap between the living standard of disabled persons and social average level. This research project tries to find out the life situation of the persons with disabilities in the province, evaluate their needs, probe the necessary recourses needed to improve and develop their life quality, and make suggestions to a overall and long-term institutional arrangement for those with special needs.
