W hether the con stru ction safety con stru ction qua lity constru ct ion schedule env ironm ent pro tection and technological innovation can be ensured or no t m ost ly depends on the qu ality o f eng ineering design. T aking con struct ion of Y ich ang- W anzhou R aiwl ay as an exam ple this paper ana lyzes the prob lem s in design work s and causes for them from the p ersp ective o f proprietor s design m anagem ent and puts forw ard recomm endation s. R esearch con clu sions ( 1) T he proprietor m u st play the core and leading role in the design m anagem ent. ( 2) T he design unit should bear all the respon sibility for the design qu ality. ( 3 ) The m ajor technical prog ram s shou ld be accred ited by pro fessional team.
