摘 要 摘 要 机构知识库是在学术交流危机日益严重，且开放存取理念逐步得到认同的情况下出 现，目前，全球范围内机构知识库的研究轰轰烈烈，发展中国家也正在积极参与机构知 识库建设。 为了对我国机构知识库建设情况有一个客观的了解，本文综合运用文献调研法、比 较分析法等方法，利用 OpenDOAR 对我国机构知识库建设现状进行了统计分析，另外 又对两岸三地机构知识库建设现状作了横向的比较，在对我国机构知识库建设现状充分 了解基础上，指出目前我国机构知识库建设面临着数量少、资源不丰富、标准化程度低、 平台建设功能和管理政策不完善等多方面问题，然后从宣传力度、国家政策面指导、经 费问题、资源获取问题等方面对造成这些问题的影响因素进行了仔细分析，最后从八方 面总结了我国机构知识库建设的发展策略：加强宣传使开放存取理念深入人心；争取国 家和相关部门政策、经费、组织支持；加强机构知识库内容建设；建立全面的质量监管 体系；发挥图书馆在高校机构知识库建设中的主体作用；构建机构知识库联盟；妥善处 理知识产权问题；加强机构知识库组织机构建设。 关键词 开放存取 机构知识库 OpenDOAR 发展策略 I Abstract Abstract Institutional repositories arise as the academic crisis comes forth and the open access concept is gradually recognized. At present, institutional repository are vigorous all the world, and developing countries are also actively involved in the development of institutional repositories. In order to have an objective understanding of the current situation of institutional repository domestic, this paper takes the OpenDOAR as the information origin, uses literature research, comparative analysis and other methods to conduct a statistical analysis on the institutional repository development, and finds that institutional repository development faces a number of problems, such as the resources are not abundant, the degree of standardization is low, the platform function is imperfect, and many other issues. Then four reasons are pointed out for these problems: publicity efforts, the guidance of national policy, financial problems, and the access to resources.
