Abstract: According to the characteristics of urban w ater suppl , the indices of performances
evaluation w ere proposed for relevant enterprises. Then, an agent-based democratic evaluation
s stem w as suggested for different w ater suppl enterprises, w hich has been applied to such
enterprises in 13 cities of China. This evaluation takes full account of the natural value orientation
of each and ver enterprise, w hile the public value orientation is not neglected. So, it is able to
not onl reflect the individualit of an enterprise in evaluation but also avoid the divergences w hich
w ere often found in the w eights for evaluation. The results of applications w ith examples given
showed that the simple evaluation s stem proposed can reflect quantitativel the performances of
urban w ater suppl enterprises actuall .
