社会组织参与治理工作困境与破解—以宿城区黄河街道为例.docxVIP

第 第 1 页 PAGE PAGE I  摘 要 本文以黄河街道治理情况为切入点，以黄河街道社会组织为研究对象，运用问卷调查、理论研究的方法进行研究，全面把握黄河街道社会组织参与治理的过程，即它们是怎么参与到治理之中的。为了更深层次了解黄河街道社会组织在治理工作中的情况，笔者设计了针对街道范围内对社区居民的调查问卷去了解真实情况，问卷内容设计多个方面，主要包括对于居民社区社会组织的态度、想法，以及了解社会组织开展活动的方法。通过对调查结果分析，发现街道治理存在的问题。另外还存在社区社会组织信息公开不完整、社区内部民主化发展程度较低的问题。针对这些问题，在一定的理论基础上提出了解决这些问题的建议和方法。 社区社会组织由社区居民组成，社区社会组织参与下的社区治理，是一个还权赋能的过程，使得居民在参与社区治理时有了更大的自主性。而在治理的过程中，社工是桥梁和纽带。由于社区社会组织参与社区治理的时间不长，目前还存在很多问题，包括资源的盘活能力有待提高、社区社会组织内部意识有待提升、社 区社会组织自身能力不足等。面对这些问题，有以下解决办法如加强社区社会组织的自身建设、提高组织信息开放化程度，增强组织公信力、优化社区社会组织参与治理的政策环境、努力营造民主化的治理氛围，提高组织参与治理动力。 关键词：社区治理 社区社会组织 社区治理模式 II Abstract This paper takes the governance of the Yellow River Street as the breakthrough point, takes the social organization of the Yellow River Street as the research object, uses the methods of questionnaire survey and theoretical research to conduct research, and comprehensively grasps the process of the social organization of the Yellow River Street participating in the governance, that is, how they participate in the governance. In order to have a deeper understanding of the social organizations in the Yellow River Sub-district in the governance work, the author designed a questionnaire for community residents within the sub-district to understand the real situation. ideas, and learn about the ways in which social organizations carry out their activities. Through the analysis of the survey results, the existing problems of street governance were found. In addition, there are still problems such as incomplete information disclosure of community social organizations and low degree of democratization development within the community. Aiming at these problems, some suggestions and methods to solve these problems are put forward on a certain theoretical basis. Community social organizations are composed of community residents. Community governance with the participation of community social organizations is a process of empowerment and empowerment, which enables residen
