AbstractBased Abstract Based the collection of references and through investigation on them，a new study mind that combine the competition and regional development in China is brought forward in this thesis．Starting from the reality that the local governments compete with each other,going along the clue of the local governments’interest relations,and evolution of function， combining the competition and local economic development organically,formation and evolution of the intergovernmental competition is analyzed，approaches how to regulate competition，how to acquire regional harmonic development presented． First，the evolvement process of regional development，the real—life difference and of formation among these regions in China are analyzed．The characteristic of local government during the period of system transition is explained．The important role that local government plays on the development of regional economy is discusseEssentially,the intergovernmental competition influences regional economy inevitably and importantly．So it is necessary and conceivable that regional development is studied at the angle of the intergovemmental competition． Second，immanent relationship of the intergovemmental competition and regional development iS in—depth studied．The study reveals也at the formation and evolution of the intergovemmental competition originated from the transition of local govemment function and potence。The competition went through localism competition，policy competition and institutional competition．The immanent relation between the intergovemmental competition and regional development is illuminated． Third，study on the inter-work of the intergovemmental competition and regional development is made on both institutional competition hierarchy and technical competition hierarchy．Formal institutional competition，informal institutional competition，connotation of technical competition and their relationships with regional development are discussed． Countermeasures ar
